আমি, শ্রী গোপিকা কান্ত দত্ত, শ্রীপুর গ্রাম পঞ্চায়েতের একজন স্থায়ী বাসিন্দা। আজ, ০১ জুলাই ২০২৬, আমি যুবরাজনগর আর.ডি. ব্লকের ব্লক মিশন ম্যানেজার (TRLM)-এর নিকট একটি আনুষ্ঠানিক আবেদনপত্র দাখিল করেছি।
আবেদনপত্রে শ্রীপুর গ্রাম পঞ্চায়েতের অধীন ত্রিপুরা রুরাল লাইভলিহুড মিশনের (TRLM) আওতাধীন জনকল্যাণ মহিলা ক্লাস্টার বহুমুখী সমবায় সমিতি লিমিটেড (Cluster Level Federation - CLF) এবং এর অধীনস্থ তিনটি ভিলেজ অর্গানাইজেশন (VO)-এর কার্যক্রমে উত্থাপিত আর্থিক ও প্রশাসনিক অনিয়মসংক্রান্ত অভিযোগসমূহের বিষয়ে একটি স্বাধীন, নিরপেক্ষ, স্বচ্ছ এবং নির্ধারিত সময়সীমার মধ্যে তদন্ত পরিচালনার অনুরোধ জানানো হয়েছে।
এই আবেদন সম্পূর্ণরূপে জনস্বার্থে করা হয়েছে। এর উদ্দেশ্য সরকারি অর্থের সুষ্ঠু ব্যবহার নিশ্চিত করা, স্বনির্ভর গোষ্ঠীর (SHG) সদস্যদের স্বার্থ সংরক্ষণ করা এবং নারীর ক্ষমতায়নের লক্ষ্যে গঠিত কমিউনিটি প্রতিষ্ঠানগুলিতে স্বচ্ছতা, জবাবদিহিতা ও সুশাসন বজায় রাখা।
উল্লেখ্য, যুবরাজনগর আর.ডি. ব্লকের অধীন TRLM-এর আওতায় শ্রীপুর গ্রাম পঞ্চায়েতে জনকল্যাণ মহিলা ক্লাস্টার বহুমুখী সমবায় সমিতি লিমিটেড ক্লাস্টার লেভেল ফেডারেশন (CLF) হিসেবে কার্যক্রম পরিচালনা করছে। এই CLF-এর অধীনে তিনটি ভিলেজ অর্গানাইজেশন (VO) রয়েছে, যেগুলি সম্মিলিতভাবে ৬৩টি স্বনির্ভর গোষ্ঠী (SHG) পরিচালনা ও সহায়তা প্রদান করে। এসব গোষ্ঠীর মাধ্যমে মোট ৫৬৪ জন মহিলা সদস্য বিভিন্ন আর্থ-সামাজিক উন্নয়নমূলক কর্মকাণ্ডের সঙ্গে যুক্ত রয়েছেন।
এই আবেদনের মাধ্যমে কোনো ব্যক্তি বা প্রতিষ্ঠানের বিরুদ্ধে অপরাধ সংঘটিত হয়েছে, এমন কোনো দাবি করা হয়নি। বরং নির্ভরযোগ্য সূত্রে প্রাপ্ত অভিযোগগুলির সত্যতা যাচাইয়ের জন্য সংশ্লিষ্ট কর্তৃপক্ষের মাধ্যমে একটি স্বাধীন ও নিরপেক্ষ তদন্ত পরিচালনার অনুরোধ জানানো হয়েছে। অভিযোগসমূহ অসত্য প্রমাণিত হলে সংশ্লিষ্ট ব্যক্তিদের সম্মান ও সুনাম অক্ষুণ্ণ থাকবে। অন্যদিকে, অভিযোগের সত্যতা প্রতিষ্ঠিত হলে প্রচলিত আইন ও বিধি অনুযায়ী প্রয়োজনীয় ব্যবস্থা গ্রহণের অনুরোধ করা হয়েছে।
তদন্তের স্বার্থে সংশ্লিষ্ট সকল হিসাবপত্র, ভাউচার, ব্যাংক নথি, রেজিস্টার, ডিজিটাল রেকর্ড এবং অন্যান্য প্রাসঙ্গিক নথি যথাযথভাবে সংরক্ষণের অনুরোধও জানানো হয়েছে, যাতে কোনো প্রমাণ নষ্ট, পরিবর্তিত বা অপসারণের আশঙ্কা না থাকে।
ত্রিপুরা রুরাল লাইভলিহুড মিশনের অধীন গঠিত কমিউনিটি প্রতিষ্ঠানসমূহ গ্রামীণ নারীর আর্থিক অন্তর্ভুক্তি, আত্মনির্ভরতা ও সামাজিক ক্ষমতায়নে অত্যন্ত গুরুত্বপূর্ণ ভূমিকা পালন করে। তাই এসব প্রতিষ্ঠানের স্বচ্ছতা, জবাবদিহিতা ও বিশ্বাসযোগ্যতা বজায় রাখা সকলের সম্মিলিত দায়িত্ব।
এই উদ্যোগ কোনো ব্যক্তি, গোষ্ঠী বা রাজনৈতিক উদ্দেশ্য দ্বারা প্রভাবিত নয়। এটি সম্পূর্ণরূপে জনস্বার্থে সরকারি অর্থের সুরক্ষা, নারী উপকারভোগীদের স্বার্থ সংরক্ষণ এবং সুশাসনের নীতি প্রতিষ্ঠার লক্ষ্যে গৃহীত একটি নাগরিক উদ্যোগ।
আমি আশা করি, সংশ্লিষ্ট কর্তৃপক্ষ বিষয়টির গুরুত্ব অনুধাবন করে একটি স্বাধীন, নিরপেক্ষ ও স্বচ্ছ তদন্তের ব্যবস্থা গ্রহণ করবেন এবং তদন্তের ফলাফলের ভিত্তিতে আইনানুগ প্রয়োজনীয় পদক্ষেপ গ্রহণ করবেন।
PR STATEMENT: SEEKING INQUIRY INTO ALLEGED FINANCIAL IRREGULARITIES IN THE CLF AND VOs FUNCTIONING UNDER THE TRLM IN SRIPUR GP UNDER JUBARAJNAGAR R.D. BLOCK.
I, Shri Gopika Kanta Dutta, a permanent resident of Sripur Gram Panchayat, submitted a formal application today, 1 July 2026, to the Block Mission Manager (TRLM) of Jubrajnagar R.D. Block.
In my application, I requested an independent, impartial, transparent, and time-bound investigation into allegations of financial and administrative irregularities concerning the Jankalyan Mahila Cluster Multipurpose Cooperative Society Ltd., functioning as the Cluster Level Federation (CLF) under the Tripura Rural Livelihood Mission (TRLM) in Sripur Gram Panchayat, as well as its three subordinate Village Organizations (VOs).
This application has been submitted entirely in the public interest. Its sole objective is to ensure the proper utilization of public funds, safeguard the interests of Self-Help Group (SHG) members, and uphold transparency and accountability within community institutions established to promote women's empowerment.
It is pertinent to mention that the Jankalyan Mahila Cluster Multipurpose Cooperative Society Ltd. serves as the Cluster Level Federation (CLF) under the Tripura Rural Livelihood Mission (TRLM) in Sripur Gram Panchayat, under the jurisdiction of Jubrajnagar R.D. Block. The CLF oversees three Village Organizations (VOs), which collectively support and strengthen 63 Self-Help Groups (SHGs) comprising a total of 564 women members.
This application does not allege that any individual or institution has been proven guilty of any offence. Rather, it respectfully requests the competent authorities to conduct an independent and impartial inquiry to verify the authenticity of allegations received from reliable sources. If the allegations are found to be unfounded, the reputation and dignity of the persons concerned should remain fully protected. Conversely, if the allegations are substantiated through due process, appropriate action may be taken in accordance with the applicable laws and regulations.
The application also requests that all relevant financial records, vouchers, bank documents, registers, digital records, and other related documents be preserved throughout the investigation to prevent any loss, destruction, alteration, or tampering with potential evidence.
Community institutions established under the Tripura Rural Livelihood Mission play a vital role in promoting financial inclusion, economic empowerment, and social development among rural women. Therefore, maintaining transparency, accountability, and public confidence in these institutions is of paramount importance.
This initiative is neither directed against any individual nor motivated by any political consideration. It is purely a citizen-led initiative undertaken in the public interest to safeguard public funds, protect the interests of women beneficiaries, and uphold the principles of good governance.
I sincerely hope that the competent authorities will give this matter the attention it deserves, order an independent and impartial investigation, and take appropriate action in accordance with the findings of the inquiry and the applicable legal framework.
