যুবরাজনগর বিদ্যালয় পরিদর্শকের অধিনস্থ একটি উচ্চতর মাধ্যমিক বিদ্যালয়ে নাবালিকা ছাত্রীর সঙ্গে সংঘটিত কথিত খারাপ স্পর্শ (যৌন নির্যাতন) এর অভিযোগের ঘটনা সংক্রান্ত বিবৃতি।
আমি, শ্রী গোপীকা কান্ত দত্ত, প্যারা লিগ্যাল ভলান্টিয়ার, জেলা আইনসেবা কর্তৃপক্ষ, উওর ত্রিপুরা, ধর্মনগর। আজ, ২১শে আগষ্ট, ২০২৬ইং, জেলা পুলিশ সুপার, উত্তর ত্রিপুরা, ধর্মনগর সহ সংশ্লিষ্ট আধিকারিকদের নিকট, উত্তর ত্রিপুরা জেলার যুবরাজনগর বিদ্যালয় পরিদর্শকের অধিনস্থ একটি উচ্চমাধ্যমিক বিদ্যালয়ের এক নাবালিকা শিক্ষার্থীর সঙ্গে কথিত খারাপ স্পর্শ (যৌন নির্যাতন) এর অভিযোগের ঘটনায় যথাযথ আইনানুগ প্রক্রিয়া অনুসরণ করা হয়েছে কি না, তা নিরপেক্ষভাবে তদন্ত করার দাবি জানিয়ে একটি আবেদনপত্র দাখিল করেছি।
প্রাপ্ত তথ্য অনুযায়ী, ৩০ জুলাই ২০২৬ তারিখে বিদ্যালয়ের প্রধান শিক্ষিকা নাবালিকা শিক্ষার্থীর কাছ থেকে কথিত ঘটনার বিষয়ে অবগত হন। পরদিন, ৩১ জুলাই ২০২৬, বিষয়টি SIBIN-কে টেলিফোনে জানানো হয় বলে জানা গেছে। একই দিনে সংশ্লিষ্ট চুক্তিভিত্তিক ভোকেশনাল শিক্ষক “শি. পা.” প্রায় দুপুর ১টা ৩০ মিনিটে পদত্যাগপত্র জমা দেন বলে জানা গেছে।
এই ঘটনাক্রমের কারণে বিষয়টি নিয়ে বিভিন্ন প্রশ্নের উদ্ভব হয়েছে। বিশেষ করে, অভিযোগটি প্রকাশ্যে আসার পর তা অবিলম্বে সংশ্লিষ্ট Special Juvenile Police Unit (SJPU) বা স্থানীয় পুলিশের কাছে যথাযথভাবে রিপোর্ট করা হয়েছিল কি না, তা তদন্ত করে দেখা প্রয়োজন।
আরও জানা গেছে যে, পরবর্তীতে ১০ আগস্ট ২০২৬ তারিখে নাবালিকা শিক্ষার্থী ও তার মায়ের বক্তব্য রেকর্ড করা হয় এবং ১২ আগস্ট ২০২৬ তারিখে বিষয়টি নিয়ে জেলা শিশু সুরক্ষা আধিকারিক, উত্তর ত্রিপুরা, ধর্মনগর এর কাছে একটি যোগাযোগ/প্রতিবেদন পাঠানো হয়।
এই পরিস্থিতিতে নিম্নলিখিত বিষয়গুলি নিরপেক্ষ তদন্তের মাধ্যমে স্পষ্ট হওয়া অত্যন্ত জরুরিঃ
- নাবালিকা শিক্ষার্থীর প্রাথমিক অভিযোগ কী ছিল এবং কখন ও কীভাবে তা বিদ্যালয় কর্তৃপক্ষের জ্ঞাত হয়েছিল;
- অভিযোগটি POCSO Act, 2012-এর Section 19 অনুযায়ী যথাযথ কর্তৃপক্ষকে সময়মতো জানানো হয়েছিল কি না;
- “শি. পা.”-এর ৩১ জুলাইয়ের পদত্যাগ এবং তার পূর্ববর্তী/পরবর্তী যোগাযোগের প্রকৃত কারণ ও পরিস্থিতি;
- বিদ্যালয় ও SIBIN-এর মধ্যে অভিযোগ সংক্রান্ত সমস্ত যোগাযোগ;
- ১০ আগস্ট নাবালিকা ও তার মায়ের বক্তব্য কোন কর্তৃপক্ষের নির্দেশে এবং কী উদ্দেশ্যে রেকর্ড করা হয়েছিল;
- ১২ আগস্টের প্রতিবেদন/যোগাযোগ এবং পরবর্তী পদক্ষেপের বিবরণ; এবং
- নাবালিকার নিরাপত্তা, মর্যাদা, গোপনীয়তা ও সর্বোত্তম স্বার্থ রক্ষায় প্রয়োজনীয় আইনানুগ ব্যবস্থা যথাসময়ে নেওয়া হয়েছিল কি না।
এখানে বিশেষভাবে উল্লেখ করা প্রয়োজন যে, অভিযোগের সত্যতা সম্পর্কে কোনো চূড়ান্ত সিদ্ধান্ত তদন্তের পূর্বে করা হচ্ছে না। নাবালিকা শিশুর পরিচয়, বিদ্যালয়ের পূর্ণ নাম এবং সংশ্লিষ্ট ব্যক্তিদের পূর্ণ পরিচয় প্রকাশ না করে বিষয়টির নিরপেক্ষ তদন্ত হওয়া উচিত, যাতে শিশুটির মর্যাদা ও গোপনীয়তা অক্ষুণ্ণ থাকে এবং একই সঙ্গে প্রকৃত ঘটনা উদঘাটিত হয়।
সংশ্লিষ্ট কর্তৃপক্ষের কাছে দাবি জানানো হচ্ছে যে, বিদ্যালয়, SIBIN এবং অন্যান্য সংশ্লিষ্ট ব্যক্তিদের কাছে থাকা প্রাসঙ্গিক নথি, পদত্যাগপত্র, যোগাযোগের রেকর্ড এবং অন্যান্য তথ্য সংরক্ষণ ও যাচাই করে একটি স্বাধীন, নিরপেক্ষ ও দ্রুত তদন্ত করা হোক। তদন্তে কোনো প্রকার গাফিলতি, বিলম্ব, তথ্য গোপন বা আইনানুগ কর্তব্য পালনে ব্যর্থতা প্রমাণিত হলে দায়ী ব্যক্তিদের বিরুদ্ধে প্রচলিত আইন অনুযায়ী যথাযথ ব্যবস্থা গ্রহণ করা হোক।
শিশুর সুরক্ষা, মর্যাদা ও ন্যায়বিচারই সর্বোচ্চ অগ্রাধিকার হওয়া উচিত।
PR STATEMENT: REGARDING SERIOUS CONCERNS OVER THE HANDLING OF AN ALLEGED INCIDENT INVOLVING A MINOR GIRL STUDENT AT A HIGHER SECONDARY SCHOOL UNDER THE JURISDICTION OF THE INSPECTOR OF SCHOOLS, JUBARAJNAGAR.
According to the information received, on 30 July 2026, the Headmistress of the school became aware of the alleged incident from the minor girl student. On the following day, 31 July 2026, the matter was reportedly communicated by telephone to SIBIN. On the same day, the concerned contractual vocational teacher, “Shi. Pa.”, reportedly submitted his resignation at approximately 1:30 p.m.
This sequence of events raises several questions requiring examination. In particular, it is necessary to ascertain whether, after the allegation came to light, the matter was promptly and properly reported to the concerned Special Juvenile Police Unit (SJPU) or local police, as required by law.
It is further learnt that subsequently, on 10 August 2026, statements of the minor girl student and her mother were recorded, and on 12 August 2026, a communication/report concerning the matter was submitted to the District Child Protection Officer, North Tripura, Dharmanagar.
In these circumstances, it is imperative that the following issues be clarified through an impartial inquiry:
- What was the minor girl student's initial allegation, and when and how did it come to the knowledge of the school authorities?
- Whether the allegation was reported to the appropriate authority in a timely manner in accordance with Section 19 of the POCSO Act, 2012;
- The circumstances and reasons surrounding the resignation of “Shi. Pa.” on 31 July, including his communications before and after the resignation;
- All communications concerning the allegation exchanged between the school and SIBIN;
- Under whose direction and for what purpose the statements of the minor girl and her mother were recorded on 10 August;
- Details of the report/communication dated 12 August and the subsequent steps taken; and
- Whether all necessary legal measures for safeguarding the safety, dignity, privacy and best interests of the minor were taken in a timely manner.
It is important to clarify that no final conclusion regarding the truth or otherwise of the allegation is being drawn prior to an investigation. The matter should be investigated impartially without disclosing the identity of the minor child, the full name of the school, or the full identity of the persons concerned, so that the dignity and privacy of the child are protected while ensuring that the actual facts are established.
The concerned authorities are urged to preserve and examine all relevant documents, resignation letters, communication records and other materials available with the school, SIBIN and other concerned persons, and to conduct an independent, impartial and expeditious inquiry. If any negligence, delay, concealment of information, or failure to discharge statutory duties is established during the inquiry, appropriate action may kindly be taken against the persons responsible in accordance with law.
The safety, dignity and justice of the child must remain the highest priority.
