আমি, শ্রী গোপীকা কান্ত দত্ত, প্যারা লিগ্যাল ভলান্টিয়ার, জেলা আইনসেবা কর্তৃপক্ষ, উওর ত্রিপুরা, ধর্মনগর। বিগত ২রা আগষ্ট, ২০২৬ইং, রাত্র আনুমানিক ৭টা ৩০ মিনিট নাগাদ আমার গোচরে আসে যে, যুবরাজনগর বিদ্যালয় পরিদর্শকের অধিনস্থ একটি উচ্চমাধ্যমিক বিদ্যালয়ের এক নাবালিকা শিক্ষার্থীর সঙ্গে কথিত খারাপ স্পর্শ এর ঘটনা সংঘটিত হয়েছে।
আমি প্রাথমিক ভাবে অভিযুক্ত শিক্ষক, ছাত্রী ও কথিত ঘটনার বিষয়ে খোজ-খবর নেই এবং ৩রা আগষ্ট, ২০২৬ইং, আমি চাইল্ড লাইন, উত্তর ত্রিপুরার আধিকারিকদের সাথে যোগাযোগ করি এবং জানতে পারি যে তাঁরা ঘটনা সম্পর্কে অবগত আছেন এবং পীড়িতা ছাত্রীর পরিবারের সাথে কথা বলে প্রয়োজনীয় আইনানুগ ব্যবস্থা গ্রহণের লক্ষ্যে কাজ করছেন।
প্রাপ্ত তথ্য অনুযায়ী, ৩০ জুলাই ২০২৬ তারিখে নবম শ্রেণির এক ছাত্রী বিদ্যালয় কর্তৃপক্ষকে অভিযোগ করে যে, বিদ্যালয়ের ভোকেশনাল শিক্ষক শিপন পাল তার সঙ্গে ‘খারাপ স্পর্শ’-এর ঘটনা ঘটিয়েছেন। পরবর্তীতে সংশ্লিষ্ট শিক্ষক ৩১ জুলাই ২০২৬ পদত্যাগ করেন। ৫ আগস্ট চাইল্ড লাইন এর প্রতিনিধিরা বিদ্যালয়ে এসে বিদ্যালয় কর্তৃপক্ষ কী পদক্ষেপ নিয়েছে, সে বিষয়ে জানতে চান এবং বিদ্যালয় কর্তৃপক্ষকে লিখিত জবাব দিতে বলেন। একই দিনে জেলা আইনসেবা কর্তৃপক্ষ, উত্তর ত্রিপুরার প্রতিনিধিরা বিদ্যালয়ে আসেন এবং বিদ্যালয় কর্তৃপক্ষ কী পদক্ষেপ নিয়েছে, সে বিষয়ে জানতে চান এবং তাঁরা পুলিশকে কেন জানানো হয়নি, সে প্রশ্নও তোলেন। ১০ আগস্ট ছাত্রীর মায়ের বক্তব্য গ্রহণ এবং ১৩ আগস্ট চাইল্ড লাইন এর নিকট লিখিত জবাব প্রদান করেন। ২০শে আগষ্ট, ২০২৬ইং পর্যন্ত বিদ্যালয় কর্তৃপক্ষ আইনানুগ ব্যবস্থা গ্রহন করা হয় নি। পরবর্তীতে আমি, ২১শে আগষ্ট, ২০২৬ইং, জেলা পুলিশ সুপার, উত্তর ত্রিপুরা, ধর্মনগর সহ সংশ্লিষ্ট আধিকারিকদের নিকট, নিরপেক্ষভাবে তদন্ত করার দাবি জানিয়ে একটি আবেদনপত্র দাখিল করি। আমার আবেদনের পরিপ্রেক্ষিতে, ২১ আগস্ট ২০২৬ ধর্মনগর মহিলা থানার পক্ষ থেকে তদন্ত শুরু করা হয় এবং ধর্মনগর মহিলা থানায় POCSO Act ও BNS-এর সংশ্লিষ্ট ধারায় মামলা রুজু করা হয়। সর্বশেষ ২৪ আগস্ট ২০২৬, বিদ্যালয়ের প্রধান শিক্ষিকা, জেলা শিক্ষা আধিকারিক, উত্তর ত্রিপুরার কাছে লিখিতভাবে বিষয়টির বর্তমান পরিস্থিতি তুলে ধরে একটি লিখিত পত্র প্রেরণ করেন।
এই ঘটনাক্রমের কারণে বিষয়টি নিয়ে বিভিন্ন প্রশ্নের উদ্ভব হয়েছে। বিশেষ করে, অভিযোগটি প্রকাশ্যে আসার পর বিদ্যালয় কর্তৃপক্ষ অভিযোগটি POCSO Act, 2012-এর Section 19 অনুযায়ী যথাযথ কর্তৃপক্ষকে সময়মতো জানাননি এবং অবিলম্বে সংশ্লিষ্ট Special Juvenile Police Unit (SJPU) বা স্থানীয় পুলিশের কাছে যথাযথভাবে রিপোর্ট করা হয়নি। সেহেতু, আমি বিদ্যালয় কর্তৃপক্ষের ভূমিকা নিয়ে অসন্তোষ প্রকাশ করছি এবং একটি স্বাধীন, নিরপেক্ষ ও দ্রুত তদন্ত করার দাবী জানাচ্ছি। তদন্তে কোনো প্রকার গাফিলতি, বিলম্ব, তথ্য গোপন বা আইনানুগ কর্তব্য পালনে ব্যর্থতা প্রমাণিত হলে দায়ী ব্যক্তিদের বিরুদ্ধে প্রচলিত আইন অনুযায়ী যথাযথ ব্যবস্থা গ্রহণ করা হোক।
সংবাদমাধ্যম ও সমাজের সকল স্তরের মানুষের নিকট আমার আবেদন, এই সংবেদনশীল বিষয়টি দায়িত্বশীলতার সঙ্গে উপস্থাপন করুন এবং নাবালিকা শিশুর পরিচয় এবং বিদ্যালয়ের পূর্ণ নাম প্রকাশ না করে পীড়িতার পরিচয় ও মর্যাদা রক্ষা করুন। বিশেষ করে, নাবালিকা শিক্ষার্থীর নাম, ছবি, ঠিকানা, পরিবারের পরিচয়, বিদ্যালয়ের পূর্ণ নাম অথবা এমন কোনো তথ্য প্রকাশ করবেন না, যার মাধ্যমে পীড়িতার পরিচয় প্রত্যক্ষ বা পরোক্ষভাবে শনাক্ত করা সম্ভব হয়। ন্যায়বিচার প্রতিষ্ঠার লক্ষ্যে আমার অবস্থান সুস্পষ্ট এবং আমি ব্যক্তিগত ভাবে সার্বিক সহযোগিতা প্রদানে সর্বদা প্রতিশ্রুতিবদ্ধ।
শিশুর সুরক্ষা, মর্যাদা ও ন্যায়বিচারই সর্বোচ্চ অগ্রাধিকার হওয়া উচিত।
PRESS RELEASE: REGARDING THE COMPLAINT OF “BAD TOUCH” BY A GIRL STUDENT AT A HIGHER SECONDARY SCHOOL UNDER THE INSPECTOR OF SCHOOLS, JUBARAJNAGAR
I, Shri Gopika Kanta Dutta, Para Legal Volunteer, District Legal Services Authority, North Tripura, Dharmanagar, came to know at around 7:30 PM on 2 August 2026 that an alleged incident of “bad touch” had taken place involving a minor girl student of a Higher Secondary School under the Inspector of Schools, Jubarajnagar.
I initially made enquiries about the alleged incident, the accused teacher and the student. On 3 August 2026, I contacted the officials of Childline, North Tripura, and came to know that they were already aware of the matter and were working to speak with the victim student's family and take necessary legal action.
According to the information received, on 30 July 2026, a Class IX girl student complained to the school authorities that the school's vocational teacher, Shipan Pal, had allegedly subjected her to “bad touch”. Subsequently, the concerned teacher resigned on 31 July 2026. On 5 August, representatives of Childline visited the school and asked the school authorities about the steps taken in the matter. They also asked the school authorities to submit a written response. On the same day, representatives of the District Legal Services Authority, North Tripura, visited the school and enquired about the action taken by the school authorities. They also questioned why the matter had not been reported to the police. On 10 August, the statement of the student's mother was recorded, and on 13 August, a written response was submitted to Childline. Up to 20 August 2026, no legal action had been taken by the school authorities. Subsequently, on 21 August 2026, I submitted an application to the Superintendent of Police, North Tripura, Dharmanagar, and other concerned authorities, requesting a fair and impartial investigation into the matter. Following my application, on 21 August 2026, the Dharmanagar Women Police Station started an investigation and registered a case under the relevant provisions of the POCSO Act and BNS. Finally, on 24 August 2026, the Headmistress of the school sent a written letter to the District Education Officer, North Tripura, informing him about the current status of the matter.
This sequence of events has raised several questions regarding the handling of the matter. In particular, after the complaint came to light, the school authorities allegedly did not report the matter to the appropriate authority in time as required under Section 19 of the POCSO Act, 2012. The matter was also not immediately and properly reported to the concerned Special Juvenile Police Unit (SJPU) or local police.
Therefore, I express my dissatisfaction with the role of the school authorities and demand an independent, impartial and speedy investigation. If the investigation establishes any negligence, delay, concealment of information or failure to perform legal duties, appropriate action should be taken against those responsible under the applicable law.
I appeal to the media and all sections of society to handle this sensitive matter responsibly. The identity and dignity of the minor victim must be protected. In particular, no one should publish the student's name, photograph, address, details of her family, the full name of the school, or any other information that could directly or indirectly reveal her identity.
My position in favour of justice is clear, and I remain personally committed to providing all possible cooperation towards ensuring justice.
The safety, dignity and justice of the child must always be the highest priority.
