শ্রীপুর গ্রাম পঞ্চায়েতের অধীন সারদা ভিলেজ অর্গানাইজেশনের অডিট রিপোর্ট পর্যালোচনা ও প্রস্তাব গ্রহণ প্রসঙ্গে বিবৃতি!
যুবরাজনগর আর.ডি. ব্লকের অন্তর্গত শ্রীপুর গ্রাম পঞ্চায়েতের অধীন ত্রিপুরা রুরাল লাইভলিহুড মিশন (TRLM)-এর আওতাধীন সারদা ভিলেজ অর্গানাইজেশন (VO)-এর আর্থিক ও প্রশাসনিক কার্যক্রমে স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত করা এবং সংশ্লিষ্ট বিষয়গুলোর যথাযথ পর্যালোচনার লক্ষ্যে আজ, ১১ অক্টোবর ২০২৬, শ্রীপুর গ্রাম পঞ্চায়েতের সভাগৃহে একটি আলোচনা সভা অনুষ্ঠিত হয়।
উক্ত সভায় সারদা ভিলেজ অর্গানাইজেশনের ১০ মার্চ ২০২৩ থেকে ২৬ জুন ২০২৬ পর্যন্ত সময়কালের সমস্ত অডিট রিপোর্ট বিস্তারিতভাবে আলোচনা ও পর্যালোচনা করা হয়। এ সময় অডিট রিপোর্টে উল্লিখিত বিভিন্ন পর্যবেক্ষণ, আর্থিক লেনদেন, সংশ্লিষ্ট নথিপত্র এবং প্রাসঙ্গিক প্রশাসনিক বিষয়গুলো গুরুত্বের সঙ্গে বিবেচনা করা হয়।
বিস্তারিত আলোচনার পর সভায় উপস্থিত সদস্যদের সর্বসম্মতিক্রমে একটি বিশ্লেষণধর্মী প্রস্তাব (Analytical Resolution) গৃহীত হয়। উক্ত প্রস্তাবে আলোচনার মাধ্যমে চিহ্নিত বিষয়সমূহ, সংশ্লিষ্ট পর্যবেক্ষণ এবং পরবর্তী প্রয়োজনীয় পদক্ষেপ সম্পর্কে গৃহীত সিদ্ধান্তসমূহ লিপিবদ্ধ করা হয়েছে।
এই প্রসঙ্গে গোপীকা কান্ত দত্ত স্পষ্টভাবে জানান যে, অডিট রিপোর্টে উল্লিখিত কোনো পর্যবেক্ষণ বা অসংগতিকে যথাযথ যাচাই এবং প্রযোজ্য প্রক্রিয়া অনুসরণ না করে চূড়ান্তভাবে প্রমাণিত আর্থিক অনিয়ম, দুর্নীতি বা অপরাধ হিসেবে বিবেচনা করা সমীচীন নয়। প্রতিটি বিষয়ের ক্ষেত্রে সংশ্লিষ্ট নথিপত্র, হিসাবপত্র, আর্থিক লেনদেনের রেকর্ড এবং প্রয়োজনীয় ব্যাখ্যা যথাযথভাবে পর্যালোচনা করা অত্যন্ত গুরুত্বপূর্ণ।
এই উদ্যোগের মূল উদ্দেশ্য কোনো ব্যক্তি বা গোষ্ঠীকে দোষারোপ করা নয়; বরং সারদা ভিলেজ অর্গানাইজেশনের আর্থিক ও প্রশাসনিক কার্যক্রম সম্পর্কে উত্থাপিত বিষয়গুলোর তথ্যভিত্তিক পর্যালোচনা, প্রাতিষ্ঠানিক স্বচ্ছতা বৃদ্ধি এবং স্বনির্ভর গোষ্ঠী (SHG)-এর সদস্যদের স্বার্থ সুরক্ষায় প্রয়োজনীয় পদক্ষেপ গ্রহণের পথ সুস্পষ্ট করা।
গোপীকা কান্ত দত্ত সংশ্লিষ্ট কর্তৃপক্ষের কাছে আহ্বান জানান, যাতে সভায় গৃহীত প্রস্তাব এবং অডিট রিপোর্টে উত্থাপিত বিষয়সমূহ প্রযোজ্য বিধি, নথিপত্র ও প্রাসঙ্গিক প্রমাণের ভিত্তিতে যথাযথভাবে বিবেচনা করে প্রয়োজনীয় ব্যবস্থা গ্রহণ করা হয়। একই সঙ্গে, সংশ্লিষ্ট সকল পক্ষের বক্তব্য ও ব্যাখ্যা বিবেচনায় নিয়ে তদন্ত ও পর্যালোচনার ক্ষেত্রে স্বচ্ছতা, নিরপেক্ষতা এবং যথাযথ প্রক্রিয়া বজায় রাখার অনুরোধ জানানো হচ্ছে।
গোপীকা কান্ত দত্ত বিশ্বাস করেন যে, আর্থিক স্বচ্ছতা, জবাবদিহিতা, যথাযথ নথি সংরক্ষণ এবং নিয়মিত পর্যালোচনা যেকোনো জনকল্যাণমূলক প্রতিষ্ঠানের সুষ্ঠু পরিচালনার অপরিহার্য ভিত্তি। সারদা ভিলেজ অর্গানাইজেশন এবং এর অধীনস্থ স্বনির্ভর গোষ্ঠীগুলোর বৃহত্তর স্বার্থে এই নীতিগুলোর যথাযথ বাস্তবায়ন অত্যন্ত গুরুত্বপূর্ণ।

PR STATEMENT: REGARDING THE REVIEW OF AUDIT REPORTS AND ADOPTION OF A RESOLUTION FOR SARADA VILLAGE ORGANISATION UNDER SRIPUR GRAM PANCHAYAT!
A meeting was held today, 11 October 2026, at the meeting hall of Sripur Gram Panchayat to ensure transparency and accountability in the financial and administrative activities of Sarada Village Organisation (VO), which functions under the Tripura Rural Livelihood Mission (TRLM) and falls under Sripur Gram Panchayat in Jubarajnagar R.D. Block. The meeting aimed to review the related matters properly.
During the meeting, all audit reports covering the period from 10 March 2023 to 26 June 2026 of Sarada Village Organisation were discussed and reviewed in detail. The observations mentioned in the audit reports, financial transactions, related documents and relevant administrative matters were carefully considered.
After detailed discussions, an Analytical Resolution was adopted unanimously by the members present at the meeting. The resolution records the issues identified during the discussions, the related observations and the decisions taken regarding the necessary next steps.
In this regard, Gopika Kanta Dutta clearly stated that no observation or discrepancy mentioned in an audit report should be treated as a finally established case of financial irregularity, corruption or crime without proper verification and following the applicable procedures. It is important to carefully examine the relevant documents, accounts, records of financial transactions and necessary explanations in each case.
The main purpose of this initiative is not to blame any individual or group. Rather, it is to ensure a fact-based review of the issues raised regarding the financial and administrative activities of Sarada Village Organisation, improve institutional transparency and identify the necessary steps to protect the interests of Self-Help Group (SHG) members.
Gopika Kanta Dutta has requested the concerned authorities to properly examine the resolution adopted at the meeting and the issues raised in the audit reports on the basis of applicable rules, documents and relevant evidence, and to take necessary action. It is also requested that the statements and explanations of all concerned parties be considered and that transparency, impartiality and due procedure be maintained during any investigation or review.
Gopika Kanta Dutta believes that financial transparency, accountability, proper record-keeping and regular reviews are essential for the effective functioning of any public-welfare organisation. Proper implementation of these principles is important for the wider interests of Sarada Village Organisation and the Self-Help Groups functioning under it.
