উক্ত আবেদনের পরিপ্রেক্ষিতে জুলাই–আগস্ট ২০২৬ সময়কালে শ্রীপুর গ্রাম পঞ্চায়েত এলাকার তিনটি ভিলেজ অর্গানাইজেশন (VO) এবং সংশ্লিষ্ট স্বনির্ভর গোষ্ঠী (SHG)-এর কার্যক্রমের উপর তদন্ত পরিচালিত হয়।
আজ, ০৮ অক্টোবর ২০২৬, শ্রীপুর গ্রাম পঞ্চায়েতের সভাগৃহে সারদা ভিলেজ অর্গানাইজেশনের প্রাথমিক তদন্ত রিপোর্ট পেশ করা হয়েছে। প্রাথমিক রিপোর্টে বিভিন্ন আর্থিক লেনদেন ও প্রশাসনিক কার্যক্রমের ক্ষেত্রে বেশ কিছু অসংগতি, প্রশ্ন এবং ব্যাখ্যার প্রয়োজনীয় বিষয় উঠে এসেছে।
গোপীকা কান্ত দত্ত স্পষ্টভাবে বলতে চান যে, প্রাথমিক তদন্ত রিপোর্টে উত্থাপিত কোনো বিষয়কে চূড়ান্তভাবে প্রমাণিত আর্থিক অনিয়ম, দুর্নীতি বা অপরাধ হিসেবে বিবেচনা করা উচিত নয়। সংশ্লিষ্ট নথিপত্র, হিসাবপত্র, লেনদেনের রেকর্ড এবং সংশ্লিষ্ট ব্যক্তিদের বক্তব্য ও ব্যাখ্যা যথাযথভাবে পর্যালোচনা করার পরেই সংশ্লিষ্ট কর্তৃপক্ষের মাধ্যমে চূড়ান্ত সিদ্ধান্ত গ্রহণ করা সমীচীন।
এই উদ্দেশ্যেই আগামী ১১ অক্টোবর ২০২৬, রবিবার সকাল ১১টায়, শ্রীপুর গ্রাম পঞ্চায়েতের সভাগৃহে সারদা ভিলেজ অর্গানাইজেশনের অধীনস্থ সকল স্বনির্ভর গোষ্ঠী (SHG)-এর সদস্যদের নিয়ে প্রাথমিক তদন্ত রিপোর্ট সংক্রান্ত আলোচনা সভার আয়োজন করা হয়েছে।
গোপীকা কান্ত দত্ত আশা করেন, এই আলোচনা সভায় সকল সংশ্লিষ্ট পক্ষ শান্তিপূর্ণ, নিরপেক্ষ ও তথ্যভিত্তিকভাবে অংশগ্রহণ করবেন এবং প্রয়োজনীয় নথি, তথ্য ও ব্যাখ্যা উপস্থাপনের সুযোগ পাবেন। কোনো ব্যক্তি বা গোষ্ঠীকে উদ্দেশ্য করে অপমান, ব্যক্তিগত আক্রমণ, রাজনৈতিকীকরণ বা যাচাই-বিহীন অভিযোগ নয়; বরং তথ্য ও নথির ভিত্তিতে প্রকৃত বিষয় নির্ধারণ, আর্থিক স্বচ্ছতা, প্রাতিষ্ঠানিক জবাবদিহিতা এবং SHG সদস্যদের স্বার্থরক্ষা হওয়াই এই প্রক্রিয়ার মূল লক্ষ্য।
TRLM-এর মতো জনকল্যাণমূলক কর্মসূচির অধীনে গঠিত প্রতিষ্ঠানগুলোর আর্থিক ও প্রশাসনিক কার্যক্রমে স্বচ্ছতা এবং জবাবদিহিতা অত্যন্ত গুরুত্বপূর্ণ। কারণ এই প্রতিষ্ঠানগুলোর সঙ্গে প্রত্যক্ষভাবে যুক্ত রয়েছেন বহু মহিলা ও স্বনির্ভর গোষ্ঠীর সদস্য, যাদের আর্থিক স্বার্থ ও ভবিষ্যৎ এই ব্যবস্থার সুষ্ঠু ও বিধিসম্মত পরিচালনার সঙ্গে সম্পর্কিত।
গোপীকা কান্ত দত্ত সংশ্লিষ্ট কর্তৃপক্ষের কাছে অনুরোধ জানিয়েছেন যে, প্রাথমিক তদন্ত রিপোর্টে উত্থাপিত প্রতিটি বিষয় প্রযোজ্য বিধি, নথি ও প্রাসঙ্গিক প্রমাণের ভিত্তিতে যথাযথভাবে যাচাই করা হোক এবং সংশ্লিষ্ট সকল পক্ষের বক্তব্য ও ব্যাখ্যা বিবেচনা করে প্রয়োজনীয় ও ন্যায়সংগত ব্যবস্থা গ্রহণ করা হোক। একই সঙ্গে তদন্ত প্রক্রিয়ায় স্বচ্ছতা, নিরপেক্ষতা এবং যথাযথ প্রক্রিয়া বজায় রাখার আহ্বান জানানো হচ্ছে।
এই বিবৃতির উদ্দেশ্য কোনো ব্যক্তি বা প্রতিষ্ঠানের বিরুদ্ধে চূড়ান্ত অভিযোগ বা দোষারোপ করা নয়; বরং একটি প্রাথমিক তদন্ত প্রক্রিয়া সম্পর্কে জনসাধারণ ও সংশ্লিষ্ট সদস্যদের অবহিত করা এবং বিষয়টির ন্যায্য, স্বচ্ছ ও বিধিসম্মত পর্যালোচনার আহ্বান জানানো।
PR STATEMENT: REGARDING THE INVESTIGATION REPORT ON ALLEGED FINANCIAL IRREGULARITIES IN THE ACTIVITIES OF TRLM'S CLF AND VOS UNDER SRIPUR GRAM PANCHAYAT, JUBARAJNAGAR R.D. BLOCK!
Following the application, an investigation was conducted during July–August 2026 into the activities of three Village Organisations (VOs) and the concerned Self-Help Groups (SHGs) in the Sripur Gram Panchayat area.
Today, 08 October 2026, the preliminary investigation report of Sarada Village Organisation was presented at the meeting hall of Sripur Gram Panchayat. The preliminary report has raised certain financial and administrative discrepancies, questions and matters requiring clarification in relation to various transactions and activities.
Gopika Kanta Dutta would like to clearly state that no matter mentioned in the preliminary investigation report should be treated as a finally established financial irregularity, corruption or offence. The relevant documents, accounts, transaction records, and the statements and explanations of the concerned persons should be properly examined before any final decision is taken by the competent authority.
For this purpose, a discussion meeting will be held on Sunday, 11 October 2026, at 11:00 AM, at the meeting hall of Sripur Gram Panchayat, with the members of all Self-Help Groups (SHGs) under Sarada Village Organisation.
Gopika Kanta Dutta hopes that all concerned persons will participate in the meeting in a peaceful, impartial and fact-based manner and will be given an opportunity to present the necessary documents, information and explanations.
The purpose of this process is not to insult or target any individual or group, nor to politicise the matter or make unverified allegations. The main objectives are to determine the facts on the basis of records and documents, ensure financial transparency and institutional accountability, and protect the interests of the SHG members.
Transparency and accountability are very important in institutions functioning under public welfare programmes such as TRLM. Many women and SHG members are directly connected with these institutions, and their financial interests and future depend on the proper and lawful functioning of the system.
Gopika Kanta Dutta has requested the concerned authorities to properly examine every matter raised in the preliminary investigation report on the basis of the applicable rules, documents and relevant evidence, and to take appropriate and fair action after considering the statements and explanations of all concerned parties.
He has also appealed for transparency, impartiality and due process throughout the investigation.
